The U.S. Army Corps of Engineers, Kansas City District intends to issue a solicitation for whole building renovation of Building 52, Wagner Hall at Fort Leavenworth, Kansas. Building 52 is a contributing structure to the Fort Leavenworth National Historic Landmark District.
The scope of this requirement is a whole building renovation, to include mechanical, electrical, architectural, and structural repairs to this 20,308 SF historic building. The scope also includes restoration of some historic building elements, ancillary site work, and repair and restoration of the Wagner Hall windows. Masonry repairs for the whole building will be included as an option.
At this time, no Pre-Solicitation Conference or Site Visit is planned for this solicitation. If the government does elect to hold a Pre-Solicitation Conference, the pre-solicitation announcement will be modified accordingly. If the government does schedule a site visit, the details will be included in the solicitation.
The Government anticipates a firm fixed price typeconstruction contract for this design-bid-build project, with one (1) base requirement and multiple separately priced line item / quantity options.
In accordance with FAR 36.204 and DFARS 236.204, the magnitude of this project is between $5,000,000 and $10,000,000. The applicable North American Industrial Classification System (NAICS) codes and applicable size standards include butare not limited to: Commercial and Institutional Building Construction 236220, $36.5M.
This solicitation will be issued as a Women Owned Small Business (WOSB) set-aside Request for Proposal (RFP) solicitation, and proposals will be evaluated in accordance with solicitation. The RFP will result in the award of a single firm fixed price (FFP) construction contract. The estimated performance period for completion of construction is 540 calendar days from Notice to Proceed (NTP). Options will be exercised within 180 days after NTP.
WOSB concerns Small Business concerns are strongly encouraged to consider Joint Ventures, Mentor-Protégé Agreements, Small Business Consortiums, and other innovative Teaming arrangements in order to participate in this solicitation, and to leverage and/or consolidate bonding and financial capacities. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed the size standard stated above.
The solicitation will be available on or about July 13, 2018 and proposals will be due on or about August 22, 2018. The solicitation, including any amendments, shall establish the official response dates and times.
