PURPOSE/DESCRIPTION

This Sources Sought announcement is being conducted to identify potential sources that possess the technical capability, facilities/equipment and qualifications to meet the Government's minimum needs for the manufacturing, testing, packaging, and delivery of DT-100 Housings build-to-print in accordance with the individual housing drawings.

The drawings will be made available via the Federal Business Opportunities (www.FBO.gov) site, as a secure posting. Potential sources must be registered according to DOD Joint Certification Program (JCP) in order to access the drawings.

MINIMUM REQUIREMENTS

•· The Contractor shall manufacture, test, inspect, package, and deliver production DT-100 Housings (i.e., one (1) weldment with protective cover, one (1) top cap and two (2) hex plugs) built-to-print in accordance with the individual housing drawings.

THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is amarket research tool being used to determine potential firms capable of providing the products and services described herein prior to determining the method ofacquisition and issuance of a Request for Proposal (RFP). The contractor must be able to meet the minimum requirements. The NAICS code for this requirement is 334511 with a size standard of 1,250 employees.

Thisprocurement is a new requirement. All interested businesses are encouraged to respond. The results of this Sources Sought will be used to determine the methodof soliciting this requirement, i.e., 100% set-aside for Small Business, Sole Source, or on an Unrestricted basis.

After review of the submitted Capability Statements, NUWCDIVNPT will release a Synopsis to Industry regarding the acquisition strategy/decision (i.e., Unrestricted,SB concern set-aside) prior to release of the final Request for Proposal (RFP). It is anticipated that the RFP will be posted in December 2018. The resulting contract will use Firm Fixed Price (FFP) provisions.

It is requested that all interested businesses respond with a brief Capabilities Statement package (no more than 5 pages in length, single spaced, 12 point font minimum, graphical data to support the narrative is encouraged) demonstrating theirability to meet the minimum requirements to Laina Ouellette, Contract Negotiator, at laina.ouellette@navy.mil by 1400 EST 11/28/2018. Questions must be submitted by 1400 EST on 11/21/2018.

The Technical Capability Statement must address, at a minimum, the following:

Section 1: Introduction. Identify the Sources Sought Number and Title

Section 2: Corporate Description.

•· Name of Company and address

•· Confirmation of Company size status under NAICS code 334511

•· Country of Ownership

•· Two (2) Points of Contact, including: Names, titles, phone numbers, and e-mail addresses

•· CAGE Code and DUNS Number

Section 3: Past/Current Performance. Provide one (1) example of prior/current corporate experienceproviding similar technical capability within the last three (3) years, including contract number, organization supported, indication of whether as a Prime or Subcontractor, contract value, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the item described herein.

Section 4: Technical Response. Provide a detailed technical response that addresses the Government's minimum requirements.

•· Contractor's expected quantity production capability per month from Contract award to completion of the effort. It is anticipated that this effort will be structured as a five (5) year, Indefinite Delivery/Indefinite Quantity (IDIQ) type.

•· Interested Parties shall describe the test facilities and equipment to which they have access in order to meet the procurement requirements. If the Interested Party does not own its facilities and equipment, it shall provide evidence that it will have a commitment or an arrangement to rent, purchase or otherwise acquire the needed facilities and equipment.
