Naval Facilities Engineering Command Southeast (NAVFAC SE) in Jacksonville, Florida intends to solicit and award a competitively negotiated Firm-Fixed-Price (FFP) single award indefinite delivery indefinite quantity Job Order Contract (JOC) for Naval Submarine Base Kings Bay, GA . The work will be performed solely at Naval Submarine Base Kings Bay, GA. This design-bid-build solicitation notice isbeing advertised as a Total Small Business Set-aside. The contractor will be required to provide all labor, materials, equipment and supervision for Task Orders issued under this contract, which will include either single discipline or multi-discipline minor construction and/or repair projects ranging in size from $10,000.00 to $2,000,000.00, at Naval Submarine Base Kings Bay, GA.

A Pre-Proposal Conference and Site Visit is tentatively scheduled for 12 April 2018. Details of the pre-proposal conference and site visit will be provided in thesolicitation. NOTE: Naval Submarine Base Kings Bay, GA Entry information – Access to Naval Submarine Base Kings Bay, GA is tightly controlled. ALL forms provided in the RFP will have a limited turnaround in order to accommodate contractor personnel for the site visit. Requests submitted after DEADLINE LISTED in solicitation are subject to rejection due to insufficient time for processing.

Details of the pre-proposal conference and site visit will be provided in the solicitation when issued. Anticipate all required site access forms to be due nolater than 5 April 2018.

Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation). Offerors are responsible to check FedBizOpps for the solicitation and any subsequent amendments that may be issued.

Award will be made to the offeror whose total price and non-price proposal offers the best value to the government. Proposals will be evaluated on total price for the project.
