Tasks under this SOW shall be performed at National Cemeteries located throughout the United States. The Contractor shall be required to perform the tasks outlined below at multiple geographically separate sites concurrently to meet the timelines specified in the deliverables table. The entire base year plus option year work encompasses 49 National Cemeteries spread geographically across the United States. The field collection of GPS data points ranges from a minimum of 1 to a maximum of 300,000 data points per cemetery. The Cemetery locations are provided in the Price Schedule in the RFP.
The Contractor shall provide proof of registration and licensing of its surveyors, architects and or engineers performing GPS land survey, collecting data and digitally photographing headstones, markers, niche covers, monuments, and cemetery hard points. The Contractor shall assemble data collected in files and reports; plan each cemetery project, report progress and certify the accuracy of data. The Contractor shall georeference existing gravesite layout drawings providedby the Government and convert to GIS format.
The Contractor shall perform GPS land surveying to locate headstones, flat marker, niche cover, monuments, and cemetery infrastructure hard points to determinelatitude/longitude/elevation.
Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes.
Proposals will be evaluated and award will be made to the responsible offeror conforming to the solicitation, that award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors per FAR 15. Only prices that are fair and reasonable shall be considered.
Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors.
