This is a Sources Sought Synopsis announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsisis to gain knowledge of potential HUBZone, Small Businesses, Service Disabled Veteran Sources, Small Disadvantaged Businesses, 8(a), and Women Owned Businesses. Contractor's status will be verified through SAM and SBA. This notice is for planning purposes only. All interested parties should respond.

The 174th New York Air National Guard may issue a solicitation andaward of a firm fixed price contract for "Addition to Flight Training Unit Building 641" at the 174th Attack Wing, Hancock Field Air National Guard Base, Syracuse, New York. Work includes adding to the existing Flight Training Unit (Building 641) to provide adequately sized and appropriately configured facilities to support MQ-9 Reaper aircrew (pilot and sensor operator) training and 12 PAA MQ-9 aircraft. Required functional areas include two (2) Fixed Ground Control Stations (FGCS), two (2) Predator Mission Aircrew Training System (PMATS) simulator spaces, two (2) classrooms, dedicated Active Duty Associate administrative spaces, Flight Brief /Debrief Rooms, instructor offices, support space and additional latrines to support the increased buildingoccupancy. The exterior work scope will require existing parking and drive realignment, pavement modifications, existing utility infrastructure modifications and installation of new utility services. Additionally, there will be modifications to the existing storm drainage and sanitary sewer systems to accommodate the proposed building addition. The estimated project magnitude is between
$5,000,000 and $10,000,000.

All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractorno later than 4:30PM Eastern on 7 January 2019.

This notification, which shall not exceed five pages, must includea (1) positive statement of intent to bid as a prime contractor, (2) a completed and signed Sources Sought Information Request Form (attached), and (3) a listing of projects completed during the pastthree years, both for government and private industry. The type of project, dollar value, contract number, location, and point of contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. Also, (4) a brief outline of resources, subcontractors, and key personnel that would be used to accomplish thecontract. In the event adequate Small Business contractors are not available for adequate competition, it may be advertised as unrestricted. Information shall be provided via email to:
