Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation.VISN 16, is seeking preferably SDVOSB/small businesses (but will accept other than small business for market research) capable of providing Web Based Medical Text Informational Database for VISN 16 locations.Brief Description of Services:The Network Contracting Office (NCO) 16 is currently seeking a company that canprovide the medical text databases services within the draft statement of work below. This is an all or none requirement.

Statement of Work:Access to a Medical Text Database ServiceStatement of Work:Under this contract, the Contractor shall provide non- personal services to support VISN 16 with the Web Based Medical Text Information Database Service required.

Background:VISN 16 requires access to a medical text database (MTD) service. The medical text database service is to provide VISN 16 healthcare providers, medical professionals and other VISN 16 employees with electronic access to current clinical texts in order to increase quality of care, enhance health outcomes, help avoid errors and adverse events, and improve efficiency. Description of work and services:The medical text database (MTD) service shall be accessible by authentication through IP validation, eliminating the need for users to enter identification, username and/or password. Search and retrieval should be capable of searching individual texts, subsets, or the entire library using one interface, and provide ranked results. It should allow concurrent usage. The program will also need to support off-site and remote access through Athens authentication. Ability to download mobile applications for various devices should also be provided at no additional cost.

The MTD s content shall include the following titles:

Period of Performance:A firm-fixed price contract is needed for the one-year period of January 1, 2018 thru December 31, 2018 with four (4) twelve-month option periods.

Offeror s response to this Notice shall be limited to 5 pages and shall includethe following information:Offeror s company name, DUNS, Federal Tax ID, address, point of contact, title,phone number, and email addressOfferor s capability to meet this requirement including any current contracts (Civilian or Government). Response must show clear and convincing evidence thatyour company has the capabilities and qualifications to provide this service tobe considered as a source. SDVOSB and VOSB shall also show evidence that they will perform 51% of the work (additional 5 pages allowed). All parties are asked to identify any subcontractors that shall also be utilized.Offeror s type of business (small or large) and socioeconomic status whether Service Disable Veteran Owned, Veteran Owned, HUBZone, 8(a), Woman Owned, Small Disadvantaged, etc. If applicable, Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned (VOSB) must be verified with the seal in VetBiz to be considered as a source. Same for/with subcontractor.The NAICS code 519190, all Other Informational Services, applies and the Size Standard is $27.5 million. The PSC code R612, Information Retrieval, applies.
