All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for contract award. The United States Air Force (USAF) will NOT be responsible for any costs incurred by interested parties inresponding to this Sources Sought. The Government will use this information to determine the best acquisition strategy for this procurement.

Arnold Engineering Development Complex (AEDC) Contracting Office, Arnold AFB, TN is seeking potential sources for the follow-on Simplified Acquisition of Base Engineering Requirements (herein known as SABER) contract in support of Arnold AFB, TN. Work for this contract will include, but is not limited to, a broad range of maintenance, repair and minor construction efforts at Arnold AFB, TN.

The purpose of this sources sought notice is to gain knowledge of qualified and interested sources in all SBA regions with experience relative to NAICS Code236220 Commercial and Institutional Building Construction which has a corresponding Size Standard of $36.5M. This acquisition is anticipated to be a competitive Service Disabled Veteran Owned Small Business (SDVOSB) set aside and will be open to firms located in all SBA regions. The anticipated follow-on basic contract will be a Single Firm Fixed-Price Indefinite-Delivery/Indefinite-Quantity typecontract and will include a wide variety of individual construction task ordersawarded on a Firm Fixed-Price basis. The performance period is one year for thebasic, plus four one-year option periods. The anticipated guaranteed minimum for the entire contract is $2,000 with and estimated program projection during life of contract to be $15M.

The Government requests that interested parties respond to this notice and identify your business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements along with a description of similarservices offered to the Government, and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

During the contract period, construction task orders will be identified to the contractor who then must furnish all materials, equipment, and personnel necessary to design (typically 35%), manage and accomplish the job. The contractor shall be required to maintain a management office on AEDC, Arnold AFB, TN in order to receive work requests and to provide other management services related to accomplishing individual jobs. Individual task orders will vary in regards to dollar value (Typical SABER projects range from $50K-$500K) with an estimated numbed of task orders per year over the life of contract is between 10 and 15. Construction projects may include tasks in a variety of trades such as carpentry, roofing, excavation, interior and exterior electrical, plumbing, HVAC, painting, demolition and concrete masonry.

A draft Statement of Work (SOW) is attached.

Request all interested firms respond to this sources sought notice with the following information:

(a) Company's Information [point of contact, name, address, phone number, email, and
Commercial and Government Entity (CAGE) Code];

(b) Type of business, status, and size [e.g., 8(a) [including graduation date], HUBZone-certified small business, Service-Disabled Veteran Owned small business, small business, large business,
etc.];

(c) Capability Statement [interested contractors must demonstrate a history of relevant construction experience with simultaneous performance of multiple projects at different locations and include a summary of relevant and recent (within the last three fiscal years) performance history (identified by contract/project number, project title, dollar amount, point(s) of contact with telephone/faxnumbers, and in what capacity (e.g., prime, subcontractor, etc.) performed)]; and

(d) Bonding capability on individual projects and aggregate requirements.

(e) Construction Cost estimating tool (i.e. RS Means).

Submission of sample projects should provide the government a complete understanding of your company's capability to handle many different construction specialties referenced in the SOW.
