Award shall be based on lowest price, technically acceptable to the Government in accordance with the statement of work. Price will be evaluated based on the aggregate of the base year and two option years. Offerors' quotes must display understanding of and technical compliance with all aspects of the statement of work including acknowledgment that processing of samples will begin within one week of receipt of samples.
