Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) intends to award a Firm Fixed Price (FFP) Single Award Contract for demilitarization of the exterior hull, internal equipment, bulkheads, decking, piping and other fixtures between frames 40.5 to 60.5 on the Moored Training Ship (MTS) San Francisco (MTS711). The required items are commercial items prepared in accordance with the information in FAR Part 12 - Acquisition of Commercial Itemsand FAR Subpart 13.5, using Simplified Procedures for Certain Commercial Items as supplemented with additional information included in this notice.
The applicable North American Industry Classification Standard Code is 336611. The small business size standard is 1,250 employees. The Product Service Code is J998. This solicitation is issued as a full and open competition requirement with an anticipated period of performance of March 4th, 2019 through August 30th, 2019.
Solicitation N42158-19-Q-0001_Sol and subsequent amendments willbe posted to this website (FEDBIZOPPs.gov). The specification package for thisrequirement, including technical drawings, will be available by disc only and will be available for pick-up per the instructions provided in the attached solicitation. Prospective Offeror's are responsible for downloading their own copy of the solicitation and for following instructions to offerors as outlined in thesolicitation and solicitation amendments, when issued. Prospective offerors are responsible for frequently monitoring the FEDBIZOPPs website for solicitation amendments. This requirement requires access to technical drawings that are NOFORN (not releasable to foreign nationals) containing sensitive information, referred to as Unclassified Naval Nuclear Propulsion Information (U-NNPI) and must be controlled pursuant to Federal Law. Prospective Offeror's must possess a valid Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR), a confidential or higher facilities clearance, personnel with confidential or higher security clearance, and be registered in the System for Award Management, at http://www.sam.gov, in order to participate in this procurement. By submitting a quotation, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quotation. By submission of a quotation, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance,and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an offeror ineligible for award.
