(01 APRIL 2019) FORMAL SOLICITATION NOTICE

The Naval Air Systems Command (NAVAIR), in support of PMA-208, intends to competitively procure C-Band Radar Tracking Transponders. The tasks to be performed by the contractor are design, build, and test, first article and production C-Band Radar Tracking Transponders which meet the requirements of Performance Specification PMA208-C-Band RadarTracking Transponder -7007, and are in accordance with RCC 262-14 (June 2014) as tailored by Performance Specification PMA208-C-Band Transponder-17007 (06 Feb 2018).

THIS WILL BE A 100% SMALL BUSINESS SET-ASIDE PROCUREMENT

The Government expects to select one Offeror on the basis of its proposal providing the "best value"to the Government, all factors considered, as outlined in the solicitation. It is anticipated that a Firm Fixed-Price five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) type contract will be awarded. The minimum contract quantity of 3 ea First Article Test (FAT) Units and associated data will be ordered under the first delivery order that will be issued at the time of contract award. The contract overall maximum is three each (3 ea) FAT units and five-hundred each (500 ea)production units.

The solicitation will ONLY be posted to the Federal Business Opportunities website: www.fbo.gov. No telephone requests for the solicitation will be accepted, no written requests will be accepted and no hard copies of the solicitation package will be mailed. Any amendment issued will be posted to the same website. Vendorsshould regularly access www.fbo.gov to ensure they have all amendments. Vendors shall submit their proposal in accordance with the instructions provided in the solicitation as no emailed or faxed proposals will be accepted. It is the responsibility of each offeror, prior to submitting a proposal, to seek clarificationof any perceived ambiguity in the solicitation or created by an amendment of the solicitation.

NAVAIR is planning avirtual pre-proposal conference to be held on Tuesday, 16 April 2019, during which potential contractors may obtain a better understanding of the work required. Offerors are encouraged to submit all questions in writing at least five (5) calendar days prior to the conference. All vendors interested in participating inthe pre-proposal conference shall register with Ms. Grosch (alison.grosch@navy.mil). Questions will be considered at any time prior to, or during, the conference, however, offerors will be asked to confirm verbal questions in writing. Subsequent to the conference, an amendment of the solicitation containing an abstract of the questions and the Government's answers, and a list of attendees, will be made publically available. Please notethat the pre-proposal conference is a forum for vendors to address questions and answers related to N00019-18-R-0033 only. In no event shall failure to attend the pre-proposal conference constitute grounds for supporting a protest or contract claim. Offerors are cautioned that, notwithstanding any remarks, clarifications, or responses provided at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by written amendment.
