Request for Information: USPTO Audio/Visual Modernization Project for Conference Facilities

The United States Patent and Trademark Office (USPTO) is an agency under the Department of Commerce (DOC). The USPTO is housed in a 2.5 million square foot headquarters in Alexandria, Virginia with satellite offices in Detroit, MI, San Jose, CA, Denver, CO and Dallas, TX. The mission of the USPTO is to administer the laws and regulations related to patents and trademarks in order to promote industrial and technical progress in the United Statesand strengthen the national economy. The USPTO carries out its mission by examining patent and trademark applications, issuing patents and registering trademarks, disseminating patent and trademark information to the public and by encouraging a domestic and international climatein which intellectual property can flourish.

The United States Patent and Trademark Office (USPTO) has a unique opportunity in support of the Office of the Chief Information Officer (OCIO) to modernize the information technology in conference rooms across theUSPTO campus and external facilities. The modernization project will evaluate the conference rooms and equipment across the USPTO campus, design and implement new designs that exceed and enhance current and future capabilities. The projectrequires the survey, assessment, design and installation of audio visual equipment and room audio systems integrated with the USPTO offices and conference rooms at its headquarters location in Alexandria, Virginia as well as all USPTO locations across the United States.

Collaboration across the USPTO campus is a critical function for the USPTO mission. Collaboration designs and subsequent tools must support employees who telework and support collaborations with remote USPTO locations. The purpose of this requirement is to create and implement a cohesive plan for the design and implementation of next generation collaboration tools that support and enhance communications across the USPTO.

The associated North American Industry Classification System (NAICS) code for this requirement is 541519, proposed Federal Supply Code(FSC) is D318, and the Small Business Size Standard is $27,500,000.00. The estimated ceiling amount is $699,900.00.

The USPTO is an agency comprised of more than 14,000 employees and contractor support personnel located in Alexandria and Arlington, VA and other hoteling locations and satellite offices. The USPTO seeks to award a minimum of one contract to provide a comprehensive information technology basis and framework for USPTO conference rooms that is calculated and tested in order to benefit the USPTO's core business mission, which is the examination, granting, and dissemination of patents and trademarks.

The USPTO intends to award the Audio/Visual Modernization Project for Conference Rooms to Discipline Consulting LLC, a HubZone Small Business in accordance with the Patent and Trademark Efficiency Act, 35 U.S.C. 2(b)(4)(A). Any other vendor that is part of the HubZone Small Business Program may contact the Contracting Officer to express interest in competing for the requirement within the synopsis period. When contacting the Contracting Officer, vendors must submit a capability statement that does not exceed 15 pages.

The USPTO is seeking information from HubZone contractors capable of providing the services and equipment to perform a conference room assessment based on current information technology equipment and limitations then design, configure and implement designs that support smart information technology transactions. TheContractors shall furnish the necessary personnel, material, equipment, and services to meet the specifications and timeframe as described below. The contractors shall do the surveys, assessments andinstallation of all of the Audio Visual (A/V) equipment purchased under the subsequent contract award(s). As part of this effort, the Contractor shall perform the work without hindering or disabling existing system operations and functionality and minimize disruption to USPTO facilities and mission.

This notice is not a request for proposals/quotes and the USPTO is not committed to award a contract pursuant to this announcement. Contractors are hereby notified that as a result of USPTO's exemption from the Competition in Contracting Act, the subject requirement may be procured using the Socio Economic Small Business Program in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) 6.1.4 Socio-Economic Small Business Utilization Program and the Patent and Trademark Office Efficiency Act, 35 U.S.C. 2(b) (4) (A). If the SocioEconomic Small Business Program Method under the PTAG is used, the solicitation may only be issued to thosedetermined to be capable of providing the required services or products. This determination will be made based on USPTO's market research, including the responses to this RFI. The information from this RFI is for planning purposes only and will assist the USPTO in planning its acquisition strategy. This is strictly market research and the USPTO will not payfor any costs incurred in the preparation of information for responding to thisRFI.
