This FBO advertisement is hereby incorporated into the RLP 17-CENSUS by way of reference as an RLP attachment. The U.S. GOVERNMENT seeks to lease the following office space through the Automated Advanced Acquisition Program (AAAP) to fulfill anticipated 2020 Census Area Office requirements:

Delineated Area: North: Interstate 75

West: Route 10

South: Detroit River

East: St. Aubin Street

Minimum ABOA SF: 7,600

Maximum ABOA SF: 7,900

Space Type: Office

Term: 25 months, 16 months firm

Parking: 2 Reserved Spaces, On site or within 3 blocks

Unique Requirements: Refer to RLP Package 17-CENSUS posted on the AAAP Website (aaap.gsa.gov)

Co-location restrictions: This space cannot be located in a building that houses local, state or federal lawenforcement agencies, unless a waiver of this requirement is approved by the Government.

All buildings must be located on a postal delivery route

All buildings must contain aloading dock/area or an acceptable alternative.

HOW TO OFFER: The Government is using the Automated Advanced Acquisition Program (AAAP) to satisfy the above Census space requirement. The AAAP application, located at https://aaap.gsa.gov, enables interested parties to offer space for lease to the Federal Government in response to RLP Package 17-CENSUS.

Offered space mustcomply with RLP Package 17-CENSUS, posted on https://aaap.gsa.gov, and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, energy, and sustainability standards in accordance with the terms of the Lease.

Interested partiesmust go to the AAAP website, select the orange "Registration" link and follow the instructions to register. Instructional guides and video tutorials are offered on the AAAP homepage and in the "HELP"tab on the AAAP website. Once registered, interested parties may enter offers during any "Open Period".


An extended Open Period will be provided beginning on the datethe Census AAAP RLP (17-
Census) is published through August 7th, ending at 11:59 p.m. EST. Thereafter, the Open Period shall be the 1st through the 7th of each month, ending at 11:59 p.m. EST. Offers cannot be submitted during the Closed Period (8th through the end ofeach month) and will not be considered for projects executed during that time period. Please reference the "Response Date" under General Information to determine when offers are due. This procurement willuse both the August and September open periods to collect offers.

Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the RLP requirements package found on the AAAP website. During the Open Period, offerors will be permitted tosubmit new offers or modify existing offers. Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period.

Space Type: OFFICE

Term: Wave 2: 19 months, 11 months firm

Parking: 2 Reserved Spaces, On site or within 3 blocks

Unique Requirements: Refer to RLP Package 17-CENSUS posted on the AAAP Website (aaap.gsa.gov)

If applicable, include go/no-go criteria that are not already outlined in the CensusACO RLP package:

- Occupancy Estimated 6/3/2019

- Term Up to 19 months

- Census ACO locations will house approximately 50 people

- Loading dock or acceptable alternative

- Preferred 18-wheel truck access for delivery

- The Government’s leased space cannot be co-located in a building that also houses agencies with local, state, or federal law enforcement responsibilities, unless a waiver of this requirements is approved by the Government.

-The building must be located on a postal delivery route.

- A contiguous block of space on one floor is required.
