Thisfollow-on requirement is a continuation of SAIC's technical support underN66001-06-D-0071 tofederal, state, and local Government agencies in supportof the Department of Homeland Security's (DHS) InteroperableCommunications Technical Assistance Program(ICTAP) for communicationsand voice interoperability to public safety jurisdictions, including lawenforcement, fire protection, medical emergency services, andothers thatwould be involved in preventing or responding to a wide variety of threats topublic safety. This notice of intent is not a request for competitive proposalsorquotes. A determination by the Government not to compete based uponresponses to this notice is solely within the discretion of the Government.Authority for other-than-full and open competition is 10 U.S.C. 2304 (c)(1) andFAR 6.302-1, only one responsible source and no other supplies or services willsatisfy agency requirements. The use of any other source for this acquisitionwould result in the duplication of cost and time to develop the technicalcapability within another contractor's workforce, which would result insubstantialadded cost that isnot expected to be recovered through competition. It shouldbe noted that a small business set-aside competition is planned for 2nd Qtr2009 to provide like services but on a smaller scale. The applicable NorthAmerican Industry Classification System (NAICS) Code is 541330; the sizestandard is $27M. The anticipated period of performance will be approximatelyfive years (inclusive of options). The estimated level of effort of for theentirepotential performance period is 620,600 hours.
