This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and solicitation for commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-E-1889587 and the solicitation is issued as a Request for Quotes (RFQ).
This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures(SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96, 06 November 2017.
The North American Industry Classification System (NAICS) code for this procurement is 811219, with a business size standard of $20.5M. This requirement is not set aside for small business quotes only.
The National Instituteof Allergy and Infectious Diseases (NIAID) has a requirement for a service agreement for LSRFortessa and lasers for a period of performance of 2/26/18 to 12/31/18.

• OBIS 405-50LX Violet Lsr S/N no-serial-10102
• OBIS Laser Yellow Green 561-50 S/N no-serial-10103
• OBIS 488-50 LX Blue Lsr S/N no-serial-10104
All agreements must provide:
• 2 preventative maintenance inspections and 2 PM kit provided.
• Labor, travel expenses, and parts (excluding consumables and printers). All work to be provided by certified technicians with OEM parts.
• Software revisions and updates
• Unlimited service visits, to include parts, labor, and travel.
• Technical supportservices

This agreement must be invoiced quarterly in arrears. Becton Dickinson Inc. is the manufacturer, and this equipment must be serviced by Becton Dickinson Inc. certified technicians. Must use OEM parts and cover all monitors and computersattached to these systems. Must use certified Becton Dickinson software revisions and updates.

All responsible sources who are certified by Becton Dickinson Inc. as authorized third party repair vendors may submit a proposal showing their capabilitiesand past performance repairing this type of equipment. The vendors shall provide certification from original equipment manufacturer that they are authorized toperform these services and have access to OEM parts and supplies. All responsible sources may submit a response that will be considered.
Award will be based on the capability of the item offered to meet the above stated salient characteristics, past performance, delivery, warranty, price and the best value to thegovernment.

The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein. The award will be based on the following; capability tomeet the requirements, delivery, past performance, price and the best value to the government.
