Naval Air Systems Command (NAVAIR) intends to award a sole source Cost Plus Fixed Fee (CPFF) Delivery Order (DO) Modification to DO 0011 under the Basic Ordering Agreement (BOA) N00019-11-G-0014 to Orbital ATK to design and qualify improved Munitions Application Program (MAP) software for the Common Munitions Built-In-Test (BIT) Reprogramming Equipment (CMBRE +) MX-12348/USM test set and the MX-12307-GYQ-79 cable assembly test set for the Advanced Anti-Radiation Guided Missile (AARGM) Missile program.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.
Orbital ATK is the sole designer, developer, and manufacturer of the AARGM, and as such, is the only known source available with the requisite technical knowledge, experience and tooling to produce the requirements described herein, in order to satisfy the Government's requirement. The North American Industry Classification Systems (NAICS) code for the supplies anticipated needed herein is 541330.
