This announcement constitutes the only solicitation;proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is W91ZLK-18-T-0016 is issued as a Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96 (6 Nov 2017). The Government contemplates award of a Firm-Fixed Price Contract for The United States Army, Aberdeen Test Center for-Mobile Laboratory /Test Apparatusfor Optics Testing. (20'x8'6")

Specifications:

Minimum 8ft Wide X 20 ft wide interior structure.
Front face will be considered the narrow dimension
Side faces will be considered the longer dimension
Employees must be able to stand inside interior to set up equipment
Structure needs to be able to be forklifted or craned in place
Structure floor must be strong enough to support instrumentation (1 Ton) and rigid enough to survive repeated relocation
Structure needs to be watertight
Must have a port in the front face that opens (a standard 2'X4' window is ok).
The front face must not have any large protrusions that prevents the structurefrom being placed in close proximity to another building.
Must have an entry door on one of the side faces.
The rear face must have a door or doors that open to allow material handling equipment to emplace wide instrumentation (ideally the doors open to reveal full width access to the laboratory)
The structure needs to be temperature and humidity conditioned (+/- 10F,10%) to 70F/50%. Preferably, mobile lab is insulated to reduce temperature fluctuations and energy usage.
Mobile lab must have main power box and at least one 15 amp residential power circuit with outlets spaced evenly inside the structure. End user will be responsible for connecting power to main power box. The main power box must be rated to safely handle the outlet circuits as well as the temperature/humidity controls.

This solicitation is 100% small business set aside. The Associated North America Industry Classification Code NAICS) is 332311 and the Business Size Standard is 750. Contractor shall provide a unit price for each of the items listed.

Acceptance shall be at destination.
Shipping shall be FOB Destination to Aberdeen Test Center (ATC), ATTN: BLDG 358 Michaelville Road Aberdeen Proving Ground, MD 21005-5059.

Requirement:
The provision at FAR 52.212-2 - Evaluation -- Commercial Items, applies to this acquisition.
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and otherfactors considered. The lowest price technically acceptable (LPTA) process described in FAR 15.101-2 will be used, meaning the award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards.
The technical evaluation will be a determination based on information furnished by the Contractor. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. In order to be considered technically acceptable, Contractor responses must provide:
a. Information in enough detail to show that the Contractor is able to meet the requirements.
b. Point of contact name and contact information, company CAGE code, DUNS number, and TIN.

Partial quotes will not be evaluated by the Government.

SUBMISSION PROCEDURES:
All questions regarding this solicitation must be submitted to the Contract Specialist via email no later than 4:00pm Eastern Time, 27 November 2017, to charrissa.m.stancell.civ@mail.mil.

Responses to this solicitation must be signed, dated, and received no later than 4:00pm Eastern Time, 30 November 2017. Responses must be sent by email directly to the Contracting Specialist, Charrissa Stancell at charrissa.m.stancell.civ@.mail.mil. All quotations from responsible sources will be fully considered. Questions should be sent no later than November 27,2017 4:00pm to be considered.Contractors who are not registered in the System for Award Management (SAM) database prior to award will not be considered. Contractors may register with SAM online for free at www.sam.gov.

The HQ, AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the General Accounting Office (GAO) or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO.
