This solicitation is being issued as a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and corresponding attachments constitute the only solicitation; quotes are being requested and a separate solicitation will not be issued.

Solicitation W912LQ-20-Q-0003 is being issued as a Request for Quote (RFQ). The associated North American Industrial Classification System (NAICS) code for this procurement is 722320 with a small business size standard of $7.5M. This requirement is a Small Business set-aside and only qualified offerors may submit quotes. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-06, effective 10 October 2019.

The Virginia Army National Guard (VAARNG) is seeking to purchase high quality, hearty and filling lunch meals prepared under commercial and U.S. Standards to be catered and served during the period November 2019 - September 2020 for Inactive Duty Training (IDT) weekends. Service is requested at the following locations:

• Bowling Green Readiness Center, 18272 AP Hill Blvd, Bowling Green VA 22427
• Fairfax Readiness Center, 9797 Braddock Rd, Fairfax VA 22032

2. Basis for Award. The Government will award a Firm Fixed-Price Contract resulting from this solicitation to the responsive, responsible vendor whose quoteis the lowest priced and can be determined fair and reasonable. In determining responsibility, a vendor's past performance for the last 18 months may be considered. Multiple awards will not be made.

In order to be considered for award, vendors must have an active registration in the System for Award Management (SAM) database at www.sam.gov.

The performance work statement (PWS) included as an attachment to this announcement, or subsequent amendment, will be made a part of any resulting award.

3. Communication with the Government

a. Questions: Submit written questions via email ONLY to the contract specialist at wesley.spencer4.civ@mail.mil. Questions will be received up to 1:00 P.M.Eastern Time on October 30, 2019. Questions received telephonically and/or after the designated closing time may NOT be considered or answered.

b. Quote Submission: Quotes shall be received no later than 1:00 P.M. Eastern Time on November 8, 2019. All quotes shall be submitted via email only to wesley.spencer4.civ@mail.mil. Quotes submitted other than via email WILL NOT BE CONSIDERED.
