A sole source procurement will be issued to Welch Allyn Inc. because the VM Connex Software is Proprietary and owned and maintained solely by Welch Allyn Inc.In addition, the Software is used for patient diagnosis and is regulated by FDAas a medical device. This software must meet VA HL7 Interface Standards, for data integrity and security. Welch Allyn is the only vendor that has access to this software and the capability to provide this service.
This procurement is being conducted in accordance with FAR Part 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The NAICS code is 511210 and has a size standard of $38.5 Million for this procurement.
SCOPE OF WORK: Tennessee Valley Healthcare System has a significant need for Software Support Agreement to include telephone support, updates for system functionality, remote diagnosis & repair, direct access to technical support, clinical education, interface mapping changes and preference settings changes.
