The Lexington VA Medical Center has a requirement for a contractor experienced in healthcare construction to provide construction services for Minor Project 596-332, Construct Continuing Care Facilities-Phase 1 in accordance with the Statement of Work, Project Specifications and Drawings. The work includes general hospital construction, plumbing, mechanical, electrical, exterior improvements, utility systems and certain other items as provided in the Statement of Work, Specifications and/or Drawings.The project work will take place in a medical environment and the proposed contractor shall take into consideration infection control, demolition noise, environmental dust control, and specialized facility requirements as necessary in working in a medical/hospital centered setting.Certain supplies or services to be provided under this contract for use by the Government are required by law to be obtained from nonprofit agencies participating in the program operated by the Committee for Purchase from People Who Are Blind or Severely Disabled (the Committee) under 41 U.S.C. 8504. Additionally, certain of these supplies are available from the Defense Logistics Agency (DLA), the General Services Administration (GSA), or the Department of Veterans Affairs (VA). The Contractor shall obtain mandatory supplies or services to be provided for Government use under this contract from the specific sources indicated in thecontract schedule. Most detailed information regarding mandatory sources of supplies will be provided within the context of the solicitation upon release.NAICS Code 236220 is applicable to this requirement. The Small Business size standard is $36.5M.The estimate range of construction is between $10,000,000.00 and $20,000,000.00This requirement will be procured by way of FAR Part 15, as a Lowest Price Technically Acceptable (LPTA) source selection process. The evaluation factors and sub-factors under consideration for this requirement will be available upon release of the solicitation release, anticipated to be on or by December 21, 2018.This requirement is a 100% percent set-aside for Service Disabled Veteran OwnedSmall Business (SDVOSB) concerns under the authority of 38 U.S.C ยง8127 (d). Only those SDVOSB s listed and viewable in the Center for Verification & Evaluation (CVE) database located at https://www.vip.vetbiz.gov/. The CVE database willbe checked at the time of offer submission as well as prior to award. All offers must also have an active listing in the System for Award Management (SAM) database. The awarded contractor must also submit evidence of enrollment with VETS4212.In addition to the requirements as set forth in the solicitation notice (to be issued), the proposed contractor must also be determined responsible in accordance with FAR Part 9.
