The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the NIST Laboratories,intends to negotiate on a sole-source basis with Newport Corporation of California, USA, under the authority of FAR Part 13.106-1(b), as implemented by the Federal Acquisition Regulation (FAR) Part 13 for the procurement of four (4) motor controllers.
The Acquisition Management Division (AMD) at NIST intends to procure the required motor controllers under a Firm Fixed Price Purchase Order using SimplifiedAcquisition Procedures for Commercial Items (FAR Parts 12 and 13).
The NIST Physical Measurement Laboratory (PML) has a need for four (4) motor controllers (model number: ESP301-3N) for existing Newport High Precision Linear Stage,70 mm Travel, GTS Series to carry out phase imaging and multimodal imaging methods.
To have ability to manipulate an additional 12 axes of motion to carry out phase imaging and multimodal imaging methods four (4) motor controllers (model number ESP301-3N) are required and need to be compatible with the existing NewportHigh Precision Linear Stage,70 mm Travel, GTS Series which use proprietary information. The high-resolution translation stages required to position the gratings are Newport stages, and the high-resolution features are obtained through the automatic recognition feature of the Newport motor controllers.
Only Newport Corporation motor controllers are 100 percent compatible with respect to the current Newport High Precision Linear Stage,70 mm Travel, GTS Series.
For functionality and compatibility requirements, and to ensure the ability to manipulate an additional 12 axes of motion to carry out phase imaging and multimodal imaging methods, the new motor controllers must be obtained from NewportCorporation.
Only Newport Corporation has the unique capabilities of providing the identical type of motor controllers as required to ensure full compatibility and functionality to carry out phase imaging and multimodal imaging methods for back-up neutron imaging system.
Newport Corporation is the sole source provider for the required motor controllers and is the only vendor able to provide the ESP301-3N motor controllers that meet the Government's minimum requirements which makes them uniquely qualified.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by March 29, 2018 at 10:am Eastern Standard Time (EST) will be considered by the Government.
